Constitution and By-Laws of The Electronics and Communications Engineering Society

PREAMBLE

We, the students of Electronics and Communications Engineering of National College of Science and Technology- Dasmariñas City, with our strong faith in God Almighty, united with a common desire of promoting high standard of Engineering Education, Service, Integrity and Leadership; aware of the school’s 5Ms as essential values to bear; and contribute to college goal of Academic Excellence; bind ourselves into one body, ELECTRONICS AND COMMUNIATIONS ENGINEERING SOCIETY, do hereby promulgate and adopt this constitution.

ARTICLE I

OFFICIAL NAME, DOMICILE AND FISCAL YEAR

Section 1. The official name of the society shall be ELECTRONICS AND COMMUNICATIONS ENGINEERING SOCIETY

Section 2. The principal office of the society shall be at the NATIONAL COLLEGE OF SCIENCE AND TECHNOLOGY-Amafel Building, Aguinaldo Highway, Dasmariñas City, Cavite.

Section 3. The fiscal year of the society shall be in accordance with the NCST school calendar.

ARTICLE II

OBJECTIVES

Section 1. The society shall embark on programs of actions complimentary to the development of ECE students of NCST-Dasmariñas City, both in academic and non-academic aspects.

Section 2. The society shall pursue the following specific objectives:

a. To uphold the ideals and visions of this college through the implementation of programs promoting the NCST 5 Ms values.

b. To serve as an effective environment for student’s ideas, aspirations and sentiments.

c. To achieve academic excellence by promoting through scientific inquiry and study, the advancement of Electronics and Communications Engineering and its application to related fields.

d. To unite all engineering students of this college.

e. To promote closer relationship, cooperation and fellowship among students of Electronics and Communications and related fields of engineering

f. To develop a sense of service and responsibility among the students ensuring them to be well rounded individuals for the welfare of the society.

To work for the establishment of harmonious relationship with similar student organizations from other educational institutions in order that mutual interest and welfare be promoted and safeguarded.

ARTICLE III

MEMBERSHIP

Section 1. A student may be qualified by satisfying the following requirements:

a. Enrolled in BS Electronics and Communications Engineering regardless of year level

Able to accomplish and submit necessary documents and requirements such as ID picture, photocopy of registration form and any other documents, which shall be required by the body through the current officers.

ARTICLE IV

BILL OF RIGHTS

Section 1. Members shall have the right to due process of law.

Section 2. Members shall have the right to the information on matters affecting them concerning the society’s interest.

Section 3. Members shall have the right to appeal for the redress of grievances; and submit views and opinions reflecting positive ideas concerning student welfare to proper authority.

Section 4. Members shall have the right to attend general and special meetings and participate in the deliberation of proceedings.

Section 5. Members shall have the right to enjoy, to the fullest, the benefits and services provided by the society.

Section 6. Members shall have the right to participate in the election of officers.

Section 7. No member shall be obliged to contribute or donate any amount of money or object of value or service.

Section 8. No member shall be forced to withdraw his/her membership unless otherwise violate the society’s by-laws. Dismissal of member is specifically detailed in Article X of this constitutions.

Section 9. No member shall discourage to be a member of other duly accredited organizations.

ARTICLE V

DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. Every member shall abide the by-laws of the society at all times.

Section 2. Every member shall obey all the rules and regulations of the society.

Section 3. Every member shall conduct themselves at all times in such a manner as to reflect honor and credit to the society.

Section 4. To report any member who fails to comply with his/her duty to the president or any other officers.

Section 5. Every member shall exercise the rights responsibly with due regard for the rights of his fellow members of the society.

Section 6. Every member shall pay all fees levied by the society.

ARTICLE VI

EXECUTIVE OFFICERS

Section 1. All executive officers of the organization shall be elected by all the members of Electronics and Communications Engineering Society.

Section 2. All members in good standing of this organization have the right to be voted in any position under executive officers.

Section 3. The executive officers of the organization shall be:

a. President

b. Vice- president –Internal

c. Vice-president – External

d. Secretary General

e. Treasurer

f. Auditor

g. Business Manager

h. Public Relations Officers

i. Sergeant at Arms

j. Muse

k. Escort

l. Year Level Representatives

Section 4. The president shall be the chief executive officer of the organization.

He shall:

a. Preside over all regular and special meetings of the officers.

b. Formulate broad policies of the organizations, with the occurrence of the majority of the officers, and issue such directives, circulars or memoranda to any or all members for proper implementation of the same.

c. Sign all important correspondence; legal documents and contracts which need immediate action.

d. Approve or disapprove expenditures of the organization in accordance with the current budget of the organization.

e. Submit to the members of the organization during its annual convention or general assembly; his annual report of activities and accomplishments.

f. Proclaim immediately after the election all the newly elected officers of the organization.

g. Represent or cause the organization to be presented in:

1. All affairs wherein it has interest; and

2. Whatever function to which the organization maybe invited to participate particularly in such participation shall be to the advantage of the organization.

h. Have the power to create any committee as may be deemed necessary.

Section 5. The Executive Vice - President- Internal shall:

a. Assist the president in all matters in the performance of his duties and functions.

b. Perform the function and/or assume the office of the president in case of his absence, disability, resignation or removal for cause.

Section 6. The Executive Vice – President – External shall:

a. Represent the organization in any activity outside the school in the absence or incapacity of the President and Executive Vice-President.

b. Be responsibilities for the activities of the organization outside the school.

c. Be responsible for the committees within his jurisdiction.

d. Perform such other functions as may be delegated to him by the President or as authorized by law

Section 7. The Secretary General shall:

a. Prepare and send communications pertaining to the activities, plans and accomplishments of the association as certified by the president and submit the same to the duly constituted authorities for reference purposes.

b. Monitor and record the activities and accomplishment of all standing committees.

c. Report the minutes of the previous meeting every meeting thereafter.

d. Inform Officers of all amendments to the by-laws as soon as these are amended

e. Handle the correspondence of the organization and keep complete records of the document papers.

f. Perform such other duties as the President may assign from time to time.

Section 8. The Treasurer shall:

a. Be responsible for monitoring the society funds which will be deposited in Finance Department for safekeeping purpose agreed upon by the Office of the Student Affairs.

b. Be responsible to realize the early collection of fees, dues and whatever accounts that may be due the organization.

c. Distribute the funds in accordance with the rules and regulations promulgated by the college, particularly approved by the Office of the Student Affairs; and keep records of the same.

d. Act as property custodian of the organization and accountable for the same.

e. Prepare the financial statements that shall be supported by the voucher’s and receipts at the end of every semester.

f. Serve as financial adviser to the President.

g. Keep its coordination with the Auditor.

Section 9. The Auditor shall:

a. Pass after proper audit all disbursement of the organization.

b. Audit the books of account of the organization often as case may require; but not less than one per quarter.

c. Act as property inspector of the organization and as such make periodic checks and inventory of all properties of the organization to see to it that they are properly and safely taken care of and/or use and make appropriate reports to the officials.

Section 10. The Business Manager shall:

a. Assist the President and/or other members of the Executive Board in the Transaction of the organization’s business.

b. Be responsible for the procurement of supplies officially needed by the organization.

c. Proper income generating projects subject to the approval of the Student’s Regent.

d. Perform such functions and duties which may be delegated by the President.

Section 11. The Public Relations Officer shall:

a. Promulgate a public relations program that shall disseminate information and explain the various projects, policies, activities, programs and accomplishments of the organization to make better understood and appreciated by the public.

b. Promulgate a program that will promote better understanding about the aims of the organization, promote and enhance report, exchange ideas and respect among members of the organization, college officials and other students of NCST.

c. Prepare press statement for proper clearance, designed for better understanding and appreciation of the organization in particular.

d. Initiate the publication of a chapter organ that will explain the aims and purposes of the organization and at the same time chronicle the growth and development of the activities in the field.

Section 12. The Sergeant at Arms shall:

a. Promote the peace and tranquility of the society at all times during meetings, special events and such other occasions.

b. Perform such other functions as may be delegated to him by the President or as authorized by law.

Section 13. The Muse and Escort shall:

a. Be the symbolic representative of the society.

b. Act as a support to every officer in need of help.

Section 14. The Year Level Representatives shall:

a. Be the elected president of each class.

Act as a liaison of the association to their respective class.

ARTICLE VIII

QUALIFICATION OF AN OFFICER

Section 1. The Executive President to be elected shall be chosen among the fourth and fifth year ECE students.

Section 2. He shall be recently enrolled officially in BSECE program.

Section 3. He shall be of good moral character.

Section 4. He shall not have a failing grade.

Section 5. He shall not have any disciplinary sanction filed and/or disciplinary recode before the Office of the Student Affairs.

Section 6. He shall be capable of doing the function assigned to him as stated in Article VI, Section 4 of this constitution

Section 7. The rest of the position of an officer to be elected shall meet the qualification stated in Section 5,6,7,8,9,10,11 and 12 of Article VI.

ARTICLE IX

SYSTEM OF ELECTIONS

Section 1. There shall be a definite system to be observed in the election of certain executive and year level officers of the organization.

Section 2. The system for the election of executive officers shall be as follows:

a. All members in good standing can vote.

b. The election shall be enforced and administered by the organizational adviser/s.

c. The election of officers shall be held at the start of the school year.

Section 3. The system for the election of the year level officers shall be as follows:

a. The year level officers shall be elected by their respective level constituencies.

b. Election shall be administered by the year level adviser.

ARTICLE X

SEPARATION,SUSPENSION OR DISMISSAL OF A MEMBER

Section 1. Any member or officer may, at his/her request be separated from membership with the organization either temporarily or permanently upon approval by the officials. The member concerned shall have paid his current amount with the organization and shall be cleared of any money or property accountability.

Section 2. Any member may be separated from his/her membership in the organization upon his/her graduation.

Section 3. A member may be suspended or expelled or warned depending upon the degree of his offense such as :

a. Non-payment of fees continuously for a period or exceeding one year.

b. Continued and unexplained absence from meetings for a period in excess of one year.

c. Conduct, unbecoming of the office or position he was elected to or failing to perform satisfactorily the duties pertaining there to.

d. Violation of the By-Laws.

ARTICLE XI

SOCIETY FUND

Section 1. The society’s sources of funds are the organizational fees, donations, contributions and proceeds of fund raising activities.

Section 2. The organization shall maintain an organizational fund to consist of (a) general fund and (b) special fund.

Section 3. The general fund shall be drawn from:

a. The former balance general fund

b. The membership fees to be collected by the treasurer of each year level to their respective constituencies.

Section 4. The general fund shall be allotted accordingly.

a. Twenty percent for the freshmen assembly.

b. Twenty percent for the sophomore assembly.

c. Twenty percent for the junior assembly.

d. Twenty percent for the fourth year assembly.

e. Twenty percent for the fifth year assembly.

Section 5. The special fund shall be those which are collated for specific purposes and which shall be disburse for such purpose only.

Section 6. The audited financial report of the general fund of the organization shall be submitted to NCST internal auditor and/or Office of the Student Affairs for review.

Section 7. All balances of the allotted fund, at the close of operation shall be returned to the general fund, provided that the balances of a located special fund are correspondingly returned.

Section 8. Voluntary contributions and donations from the government and private individuals, firms, corporations shall part of the general fund of the society.

Section 9. The existing laws, rules and regulations promulgated by NCST, shall govern the collection and disbursement of funds of the society.

ARTICLE XII

FEES, ACOUNTS, DUES, EXPENSES

Section 1. The amount of membership fees for each member shall be fifty pesos (P50.00). Old members are required to pay thirty pesos (P30.00) as membership renewal fee for one fiscal year.

Section 2. Members shall be required to pay the dues corresponding to the unexpired portion of the fiscal year only. Members shall endeavor to pay the dues in time.

Section 3. All payments must be paid in cash, such payments to be covered by their respective year level treasurer which indicate the amount paid, purpose of payment and the period covered by the payment. The executive treasurer is authorized to accept the total payments from each year level treasurer.

Section 4. All general funds shall be deposited in Finance Department for safekeeping purpose and must be in agreement with the Office of Student Affairs.

Section 5. Withdrawal from the general fund shall bear the signature of the president or vice president and treasurer countersigned by the society adviser and OSA coordinator.

Section 6. General fund may be for the following purposes:

a. Operating expenses such as the publication of the organization organ, its staff, rentals and other necessary expenses.

b. Publication of proceedings of the organization and other technical papers or reports.

c. Acquisition of equipment

d. Award for deserving members.

e. Expenses of foods and other refreshments during the meetings of the officers and other meetings of the officers and for official functions given by the organization on such occasions as may be authorized by the officials.

f. Such other expenses of the organization as maybe considered necessary for the effective action of the aims and goals of the organization

Section 6. All expenses shall be supported by vouchers approved by the executive president and countersigned by the executive auditor/treasurer.

ARTICLE XIII

MEETINGS AND CONFERENCES

Section 1. There shall be the following classes of meetings of the organization

a. Annual meeting shall be held during the annual convention. Te annual convention shall be held during the month of June of each year at a place and date to be determined by the acting officers of the organization. During the convention, matters of general interest like annual report of the organization, reading of important technical papers, such other matters that must be taken up.

b. Year level assembly shall be held one week after the election of executive officers. Discussion of the constitution and election of year level officers shall be the agenda of the meeting.

c. Regular meeting are held monthly for the purpose of transacting business of the organization. Date will be set upon by the majority.

d. Special meeting are held when there are matters of general interest which needs urgent action and cannot wait for the general meeting.

ARTICLE XIV

ADVISER

Section 1. The adviser of the society shall be from among the faculty members of the College of Engineering and Technology.

Section 2. He/She shall be a licensed Electronics and Communications Engineer of Good Standing and shall be full-time status.

Section 3. The year level adviser shall meet the qualification stated in this article, Section1 and Section 2.

ARTICLE XV

AMENDMENTS

Section 1. The assembly in a meeting especially called for the purpose may effect amendments or revisions to the constitution by a two thirds cotes of all members subject to the ratification.

Section 2. Any amendment to or revision of this constitution shall be valid when ratified by a majority vote cast in plebiscite which shall be held not later than thirty days after the approval of such amendment or revision.
